Who we are
Foundation First TX (foundationfirsttx.com) is operated by Alan Ray Winkley / The Capitol Fund. This website is a lead-generation and information site for Pearland and Southeast Houston homeowners researching foundation concerns. We generate and route service inquiries to participating independent foundation service providers.
Foundation First TX is not the contractor of record. We do not perform foundation inspection, engineering, repair, leveling, drainage work, or warranty service. We do not invent licenses, Google Business Profiles, star ratings, job counts, or warranties for this brand.
Information we collect
When you use our forms or contact us, we may collect:
- Name, phone number, email address, and ZIP code
- Property type and description of foundation symptoms or concerns
- Consent preferences and preferred contact method
- Technical data such as page URL, referrer, timestamp, and basic device/browser information
- Call metadata if you dial a published tracking number (and call recording notice if recording is enabled in production)
How we use and share information
Submitted information may be shared with a participating independent foundation provider so they can follow up on your requested inspection or service. That provider—not Foundation First TX—is the contractor of record and handles inspection/diagnosis, estimate, customer agreement, payment, work, warranties, and callbacks.
We use contact details to respond to your inquiry, coordinate matching, improve the site, prevent spam/fraud, and keep business records. We do not sell your information for unrelated third-party marketing.
Retention
We intend to retain lead and consent records only as long as needed for matching, compliance, dispute handling, and legitimate business records, then delete or de-identify them according to policy. Exact retention periods will be finalized with counsel before production go-live of this page.
Calls, texts, and emails
If you consent, The Capitol Fund / Foundation First TX and/or a matched provider may contact you by phone, text/SMS, or email about your request. Message and data rates may apply. Consent is not a condition of purchase. If automated dialing or texts will be used in production, final legal review is required.
Call recording
If calls are recorded in production, a call-recording notice will be provided at the start of recorded calls. Foundation First TX publishes one tracking phone number on this site for call inquiries.
